I think it means if you are taken to court (which I presume would be a Russian court) over breaking the TOS, that the court would base their judgement solely on the Russian version of the TOS, not the English one. Even if the English TOS is a very good translation of the Russian one, it's always possible for some things to be interpreted differently in different languages. So supposing that one sentence in the English version could be interpreted in 2 different ways, the court would only consider the meaning of the Russian version, not the English one.
